COVID-19 Information

COVID-19 ADVISORY #7 FROM UTAH YOUTH RUGBY

RETURN TO PLAY GUIDANCE

Utah Youth Rugby (UYR) previously announced the commencement of the Return to Play process. USA Rugby has confirmed that effective June 1, 2020, that accident and liability insurance claims will be accepted in regions where public gatherings are allowed. Most areas in Utah are now in a Low Risk (Yellow) phase. In this phase, Youth Outdoor Sports may resume subject to guidelines prescribed by the State.

 

The Executive Committee has reviewed the updated Phased Guidelines for the General Public and will proceed to hold the following events:

 

Little League Summer 7s

  • June 6 – Murray Park
  • June 13 – Murray Park
  • June 20 – Murray Park
  • June 27 – Murray Park

U14 Summer 7s

  • June 5 – Murray Park
  • June 12 – Murray Park
  • June 19 – Murray Park
  • June 26 – Murray Park

High School Summer 7s

  • June 13 – Burgess Park
  • June 20 – Burgess Park
  • June 27 - Burgess Park
  • July 11 – Murray Park
  • July 18 – Muray Park
  • July 25 – Murray Park

Teams are required to hold a minimum one-week team practice period before participating in any events.

 

TEAM PRACTICES

 

UYR Member Clubs are required to adhere to the following guidelines for team practices:

 

  • No spectators
  • Outdoor practices only
  • Coaches are to wear face masks and maintain a 6ft radius from players and other coaches
  • Players or coaches that have had any of the following symptoms in the previous 14 days should not attend practice:
    • High temperature (fever) over 99F
    • A new continuous cough
    • New unexplained shortness of breath
  • Players or coaches that have been in contact with a COVID-19 confirmed or suspect case in the last 14 days should also not attend practice.
  • Hand sanitizers should be used at practices
  • Rugby balls should be sanitized regularly during practice
  • Players are not to share equipment including training vests/pennies
  • Water bottles should also not be shared
  • Practice drills should have limited player contact – no scrums, rucks or mauls

UYR Member Clubs are to assign a COVID-19 Safety Officer to communicate these guidelines and ensure the adherence thereof.

 

SEASON FORMAT

 

  • 7s Tournaments with modified rules of play that will exclude scrums, rucks, and mauls to reduce the personal contact points between players. Referee guidance will be provided this week.
  • No more than three teams per tournament with no more than 14 players per team and one coach per team
  • Clubs can combine teams
  • No fans at High School Tournaments allowed to facilitate social distancing and keep the total gathering to 50 people
  • Fan attendance at Little League and u14 events are encouraged to limit family members to one parent to accompany the young player facilitate social distancing
  • Matches will be live-streamed where possible
  • Symptom check of players and coaches at check-in
  • Use of face coverings to be encouraged
  • Teams to use single-use water bottles and no sharing of water bottles
  • No post-match team handshakes/fist bumps etc.
  • Matches will consist of two seven-minute halves with a 5-minute halftime break
  • Tournament schedules to be distributed in due course

TOURNAMENT CHECK-IN

 

Please allow additional time for tournament check-in. UYR will follow CDC and Utah State guidelines for youth sports. Therefore, the player temperature will be screened and a basic symptom questionnaire will be completed at check-in. No health data will be recorded or stored.

 

ADDITIONAL WAIVER

 

Players are required to sign an additional Waiver/Release for Communicable Diseases, including COVID-19. This waiver with other information can be found at the bottom of the page. This waiver should be completed without delay.

 

It is the goal of Utah Youth Rugby to make available the opportunity to play rugby to all Youth and High School players. Therefore, Utah Youth Rugby did not cancel rugby leagues and will modify leagues as needed to give those who want to play an opportunity to do so.

 

UYR will continue to monitor ongoing developments and announce adjustments accordingly. Updates and necessary information will be communicated directly to the membership via email, the UYR website, and social media channels.

 

All UYR members are highly encouraged to continue to follow instructions provided by the CDC on how to prevent the spread of all acute respiratory infections. That information can be found at https://www.cdc.gov/coronavirus/2019-ncov/community/index.html.

 

UYR recognizes that the timing of the competitive rugby season may now clash with families' other commitments or that individuals may have safety concerns as we emerge from this pandemic. The Executive Committee has approved the following COVID-19 Refund Policy. Players may choose one of the following options for disposition of the fees paid to UYR for the current year.

Players who do not qualify for refunds of UYR Annual Player Registration Fees

  • All players who registered with clubs/teams and participated during the Fall 7s season comprising August 1, 2019, through October 31, 2019
  • All players who registered with clubs/team and participated in 7s tournaments after the Fall 7s season and before the Spring 15s season comprising November 1, 2019, through March 1, 2020
  • All players who registered with clubs/teams and participated in 15s warm-up tournaments, warm-up matches before the Spring 15s season or conference games comprising November 1, 2019, through March 7, 2020
  • All players who registered or will register with clubs/teams to participate in any rugby tournaments or matches (whether sanctioned by UYR or not) to be held through August 31, 2020 that require an active registration with USA Rugby

Players who do qualify for refunds of UYR Annual Player Registration Fees

All players who registered to participate in the Spring 15s season, u14 7s season, or the Little League Summer 7s seasons and did not participate in any matches or tournaments on or before March 8, 2020,

Refund Limitations

  • Refunds will be reduced by the USA Rugby registration fee if the player's registration was uploaded to USA Rugby.
  • Refunds will be limited to the actual amount received by UYR

Refund Options (subject to the limitation above)

  • Donation of the 2019/2020 UYR Annual Player Registration Fee paid to support and sustain the operations of UYR through August 31, 2020
  • Credit in the amount of the 2019/2020 UYR Annual Player Registration Fee paid to be applied to the 2020/2021 UYR Annual Player Registration which includes 2020 Fall 7s, 2021 Spring 15s, 2021 u14 Summer 7s, and 2021 Little League Summer 7s seasons
  • Refund of the 2019/2020 UYR Annual Player Registration fee paid back to the method of payment used at registration

Refund Process

  • Complete online form (one per player) on the UYR website.
  • UYR will find the player's registration order form in SportsEngine and confirm player's eligibility and amount of refund
  • UYR will provide the following to eligible players within 14 days of receipt of completed online form:
    • Tax certificate confirming the donations received
    • A discount code to be used to register for the 2020/2021 UYR Membership Year
    • Confirmation of refund processed back to the original method of payment
  • Refund requests must be received by no later than 11.59 pm on July 31, 2020. Fees paid by any player who did not submit an online form by the deadline will be deemed a donation to UYR for the 2019/2020 financial year.
